Meeting Minutes

21 October 2017

Recreation Building, Little League Headquarters Complex, South Williamsport, PA

 

State Coordinator Bill Dithrich called the meeting to order at 12:05 p.m.  Roll call was taken by sign in sheet.  Districts represented: 1, 2, 3, 4, 5, 6, 11, 12, 13, 15, 17/32, 18, 19, 20, 21, 26, 28, 29 and 30. 

 

Tammy Hammer from DPH Custom Pins gave a presentation of their product line and deals for Districts.  Their web site is www.dphcustompins.com.  The State DA Association receives a 5% rebate check for all pins and products purchased by PA Little Leagues or PA District Administrators.  She introduced a new incentive whereby any District Administrator that sends DPH a list of their League President’s email addresses, the District Administrator will receive 50 free custom pins.  Tammy noted that if Districts want to do a trading pin for 2018 Little League Congress, orders need to be placed soon.  She suggested a PA State pin in the shape of PA with the District highlighted.  It would include the 2018 Little League Congress emblem. Tammy presented the State Association a 2017 rebate check for $296.83.

 

There were no additions or corrections to the minutes of the last meeting and were approved as distributed and posted on the state web site.

 

Motion to approve the finance report dated 21 October 2017 was made by District 4.  Second by District 26.  Motion passed.  Report attached.

 

HEADQUARTERS REPORT

 

No report.

 

OLD BUSINESS

 

2017 State Tournaments – District 30 raised a concern of the requirement to host a banquet at the State Tournament as leagues are strapped financially and some teams do not show up for the banquet.  It was suggested that teams be assessed the per person cost if they fail to notify the host league of non-participation at the banquet.

 

District 12 made a motion to remove the banquet requirement from the Host Team Responsibilities adopted by the state association.  Second by District 30.

 

District 15 moved to amend to motion to change the banquet requirement for Little League Baseball and Little League Softball to recommended but optional and optional for all other divisions.  Second by District 4.  The amendment was defeated.

 

The original motion passed.

 

Feeding teams after the game is at the host league discretion.

 

District 3 raised a concern of scheduling double headers for Section Tournament when there are only 3 teams in the Section Tournament.  Some Sections rotate the Districts each year so the host District is not always getting the first round bye.  This is a Section issue and should be decided by the section.

 

NEW BUSINESS

 

Barry Rake, UIC from District 12 shared information for a ‘Be Smart, Don’t Start’ Drug Awareness educational program targeted at players aged 5-13.  Information sheet will be posted on the state web site. Anyone wanting more information of how to present this in their district can contact either Barry or Charlie Niles, whose contact information is on the information sheet.

 

The tentative 2018 Tournament Calendar was distributed with the agenda.  It was noted that the calendar would not be finalized until the official dates for the 2018 Tournaments are announced after the November meeting of the International Board.

Bill noted that all sites for State Tournaments need to be to him by 15 February 2018 and must have an approved ASAP program. 

 

GOOD OF THE ORDER

 

Possibility of changing the fall meeting date due to the Mummer’s Parade occurring on the third Saturday was discussed. Section 18 moved to change the fall meeting to the first Saturday in October. Second by Section 12.  Motion defeated.  The fall meeting date will remain the third Saturday in October.

 

We discussed the PA State Pin.  Bill will send a graphic of the Pennsylvania state map with each District number to Tammy for her to work up the artwork.  Bill will send out the artwork and quote to all District Administrators.

 

CLOSING COMMENTS

 

Next meeting date is scheduled for 14 April 2018, 12:00 pm.  Location to be announced.

 

Motion to adjourn was made by District 30.  Second by District 12.  Motion passed.  Meeting adjourned at 1:40 p.m.
