Meeting Minutes
18 October, 2014
Recreation Building, Little League Headquarters Complex, South Williamsport, PA
State Coordinator Glen Fiebig called the meeting to order at 12:00 p.m.
Roll call was taken by sign in sheet.
Districts represented: 1, 2, 3, 4, 5, 6, 7, 9, 10, 12, 15, 16/31, 17/32,
18, 19, 20, 21, 23, 24, 25, 26, 27, 29, 30. Absentee ballot proxy was
presented by Jody Gunari representing Districts 16 and 31.
Don Soucy, East Region Director was also present.
Glen asked for a report from the Nominating Committee.
Frank Germino reported that 24 of 26 ballots had been returned to him
with Bill Dithrich receiving all the votes.
Glen then turned the meeting over to Bill.
PRESENTATION
Don introduced Dan Velte, Director of League Development, who spoke on the
change of the date of league age determination to December 31 beginning in 2018.
He stated that headquarters is seeking input from leagues concerning the
implementation. The suggestion was
made to implement the date change in 2015 for 8 years old and younger, which
would prevent anyone from losing a year of eligibility in the Little League
division. Dan stated that any input
be submitted to East Region Headquarters prior to the Advisory Board meeting on
31 October.
Dan then talked about Chartering Tool Kit which has been mailed out to District
Administrators and leagues that have updated their officers on Data Center.
It is very important for District Administrators to contact their leagues
to update their officer information on the Data Center.

Don introduced Tom Haines, Director of Umpire Development, who spoke on the
procedure for league umpires to be recommended to work region and world series
tournaments. District
Administrators can submit names using the umpire request form which must be
submitted by 1 November 2014.
Umpires are required to be registered in the Umpire Registry and attend both
umpire clinics and the umpire school.
More tools for training are being added to the Umpire Registry.
He stressed the importance of having quality umpires as more games are
being televised.
Bill announced that there are two new District Administrators, Pete Kline in
District 14 and Mario Adore in District 11.
Motion to approve the meeting minutes of 22 March 2014 was made by District 9.
Second by District 17.
Motion passed.
Motion to approve the finance report dated 18 October, 2014 was made by District
26. Second by District 15.

OLD BUSINESS
2014 state tournaments - Rody Rodenbaugh raised the concern over teams dropping
out tournaments after winning the previous level.
Two options were discussed, replacing the team that dropped out with the
second place team from the previous level or with a host team.
Don stated that either was possible with permission from East Region
Headquarters at the state level. He
will check to see if permission from East Region could be given at the section
level.
Bill commented on the success of Pennsylvania teams in the region tournaments
with all the teams playing at least four games, none with a losing record and
three teams winning. Taney
(District 19) went 2-2 in the Little League Baseball world series,
Cochranton/McLane/Saegertown (District 1) placing third in the Senior League
Softball world series and West Point (District 26) winning the Junior League
Softball world series.
NEW BUSINESS
Tournament Calendar:
District 10 moved to accept the 2015
Tournament Calendar. Second by District 15.
Motion passed. The calendar
is subject to change if any anticipated world series dates change.
Section Pairing Proposal:
District 18 moved to adopt the proposed Section Pairing Schedule for state
tournaments. Second by District 10.
After discussion District 12 moved to amend the schedule by eliminating
the game numbers. Second by
District 9. Motion passed.
After further discussion District 9 moved to amend the motion to apply
only to tournaments with the full complement of eight teams.
Any state tournaments of less than eight teams would have pairings
determined by the host. Second by
District 10. Motion passed.
The amended original motion passed.

Senior League Baseball:
Glen presented a request from DuBois Little League to host the Senior League
Baseball state tournament. District
5 moved to grant the request until the association would decide otherwise.
Second by District 30.
Motion passed.
Dues:
District 12 moved to reinstate district dues to the state association to the
amount of $25 per year beginning in 2015.
Second by District 10.
Motion passed. Checks can be made
out to PA Association of District Administrators.
Shirts:
Mike Serino announced that he has shirts for those that have not yet received
them.
Recognition:
District 17 made a motion to recognize the years of service to the State
Association by Barb Holovka by giving her Honorary Member status.
Second by District 30.
Motion passed.
District 17 made a motion to recognize the years of service to the State
Association by Joe Wendler by giving him Honorary Member status.
Second by District 12.
Motion passed.
District 2 made a motion to recognize the years of service to the State
Association by Walt Strosser by posthumously awarding him Honorary Member
status. Second by District 17.
Motion passed.
GOOD OF THE ORDER
Bill reviewed the 2015 state tournament assignments.
Section 6 is not able to host Intermediate Baseball and that tournament
is open for hosting. Section 4 is
not able to host Senior League Softball and that tournament is open for hosting.
Locations of assigned tournaments will be posted on the state web site.
Bill reminded the body of the deadline for determining host sites is 1
February 2015 and the deadline for tournament packets to be submitted is 15
March 2015.
EAST REGION REPORT
– Don reported the following:

The Little League Baseball and Little League Softball East Region tournaments
will be going to double elimination format in 2015.
·
Restated Tom Haines comments on training and development of umpires as all
region games will be televised.
·
Reminded the body of the East Region District Administrator seminar November 1
and 2.
·
District 12 will be hosting a Road Show on 7 February 2015.
Next meeting date is scheduled for 11 April, 2015.
Time and location to be announced.
Motion to adjourn was made by District 30.
