Meeting Minutes

May 5, 2007  11:00 a.m.

Lundy Building, Little League Headquarters, South Williamsport, PA

 

State Coordinator Glen Fiebig called the meeting to order.  Roll call was taken by sign in sheet.  Districts represented were 1, 2, 5, 8, 9, 10, 11, 12, 13, 15, 17, 18, 20, 22, 23, 24, 25 and 29.

 

Motion to approve the meeting minutes of March 24, 2007 was made by District 22.  Second by District 17.  Motion passed.

 

Motion to approve thenfinance report dated May 5, 2007 was made by District 22.  Second by District 12.  Motion passed.

 

PVUA officers, Dan Merk and Frank Germino spoke to the group concerning their position on action taken at the last state PADA meeting to discontinue association with the PVUA.  The goals of the PVUA continue to be the training of Little League umpires in the state and to provide umpires to be available for District Administrators to use for tournaments.  Discussion followed.  Important points expressed were communication between the organizations and representation from each group at the meetings of the other.  It was agreed by both the PVUA representatives and the District Administrators that the goals and needs of both organizations could be met with the PVUA remaining as a separate entity.  It was also agreed that the PVUA funds in the District Administrator organization account would be held in escrow in the event of future needs of the PVUA.  Glen will meet with Dan and Frank to further work out details.

 

Glen presented an 8 team double elimination bracket for the Junior and Senior Leagues baseball and softball state championships.  The bracket will have the four teams from the region hosting the tournament to meet in the first two games and the other four teams meeting in the third and fourth games.  The purpose is to allow those teams traveling the furthest to arrive later.  Motion to accept the bracket was made by District 15.  Second by District 9.  Motion passed.

 

District 1 moved to rescind the motion passed at the last meeting to only play the championship game in pool play if there was a tie after pool play was finished.  This is not allowed in Little League pool play rules.  The decision to play or not play the championship game has to be made prior to the start of the tournament.  Second by District 22.  Motion passed.

 

District 9 moved to require all section tournaments to use pool play format.  Second by District 25.  After discussion the motion and second were withdrawn.

 

District 12 moved to have each section determine the format for their respective section tournaments.  Second by District 15.  Motion passed

 

It was announced the District 26 will be without an Administrator at the conclusion of this season.  It was agreed by the District Administrators that breaking up the district and incorporating its leagues by surrounding districts is not a desirable solution as it defeats the work of creating and maintaining 32 districts in the state for equal tournament play.  Section 2 Coordinator Bob Swope will contact the leagues and try to find someone to assume the Administrator position.

 

Glen asked the group if anyone has been able to communicate with Gary Minister of District 21 as emails are being returned as undeliverable and phone calls are not being returned.  Section 8 Coordinator Duke Nasino will be asked to help resolve the problem.

 

District 22 moved that all state eastern and western tournaments, level Major and below, have the team with the best record after pool play is finished advance to the state championship.  Second by District 25.  The motion was defeated by a roll call vote of 5 votes in favor and 12 opposed.  Therefore, those tournaments will play the championship game between the top two teams from pool play.

 

The Big League Softball state tournament was discussed in light of the email received from Corey Wright, Assistant East Region Director, stating that Pennsylvania is to send two teams to the East Region tournament, one from each east and west.  It was agreed that the east and west sections hold their own tournaments and the two winners will advance to the East Region Tournament.

 

Glen strongly requested that information for all section tournaments, including the district, league and contact person name and phone number hosting the tournament, be submitted as soon as possible to either him or Bill Dithrich to compile and submit to Corey Wright.

 

Packets submitted for state level tournaments were handed out.  The packets will also be available on the state web site for printing.
